Your dog's itchies may have nothing to do with the skin. There is a nasty thing called collagen vascular disorder, which is in humans also.

It is a result of a liver infection, and can be treated with prednisone, which you would have to get from your vet. Ceflex is a good broad spectrum antibiotic, however it is gram positive and if this is not getting any better (and you would give an antibiotic in conjunction with prednisone to keep infection at bay) it may be that the vet should try a gram negative antibiotic. Ceflex is very very strong, and given to people in a low dose form. It is a 4th generation antibiotic, but better than amoxillin, as it is not natural rather man made, so you don't get the reaction like you do to amoxillin.

Did your vet do a blood culture for you? or take a tube of blood from the little one? Perhaps it might be a good idea to check his liver function as well as some other chemistry. It can be a bit expensive, but so is going from vet to vet. Try to find one, maybe one that works with farm animals as well as companion animals, and someone a little older, as older vets did not spend their practice years with blood samples, MRI's and other such very expensive stuff.
